SSH enabled but FTP still not working. Need your help!!!

 SSH enabled but FTP still not working. Need your help!!!
Hi,
I am using ESX 3i 3.5 U4 on HP DC7800P. SSH has been enabled but FTP is not working on mine either.
These lines have been uncommented in inetd.conf file.
ssh stream tcp nowait root /sbin/dropbearmulti dropbear ++min=0,swap,group=shell -i ftp stream tcp nowait root /usr/sbin/tcpd proftpd authd stream tcp nowait root /sbin/authd authd
Created a group called 'nogroup' and a user called 'ftp'. The user 'ftp' belongs to the group 'nogroup'. Also, I did chmod on proftpd and tcpd. Tried both 755 and 777 but still not working.
Help anyone?

Are you using an oem.tgz file for this?

Yes. I followed instructions on http://www.simple-tech.info/article_read.asp?item=72 although I am using WinSCP instead of Veeam.

Are you rebooting after the change or just runningthe kill command?

Thank you for your reply, Dave.
I restarted inetd first and tried ftp-ing with no luck.
Then I rebooted and tried again but still no luck.
Wonder what I am doing wrong...
